Revitalizing Folsom’s Central Business District

Folsom’s Central Business District (CBD) is at the heart of our city’s growth and transformation. This key retail and commercial corridor along East Bidwell Street, stretching from Riley Street to Blue Ravine, is undergoing an exciting revitalization effort aimed at enhancing the area’s appeal, fostering economic growth, and creating a vibrant community hub.

The Vision Plan: Shaping Folsom’s Future

The City of Folsom has launched a comprehensive planning initiative to develop a Vision Plan for the Central Business District. Previously referred to as a Master Plan, the name was updated to better reflect its forward-looking nature and to align with similar efforts, such as the River District Vision Plan. This long-range plan (spanning 10-20 years) is designed to guide future development, infrastructure projects, and branding efforts while staying true to the community’s values.
 
The Vision Plan outlines existing conditions, explores transformative ideas with successful examples from other cities, and provides implementation measures to ensure the area’s revitalization aligns with the community’s vision. It serves as a guiding framework rather than a proposal for immediate development, ensuring that future projects support the overall goals and aspirations of Folsom’s residents.

Key Objectives
of the Vision Plan

The Vision Plan focuses on several strategic objectives aimed at transforming the Central Business District into a dynamic, welcoming, and economically vibrant destination:
 
  1. Mixed-Use Residential Development: Encouraging a blend of residential, commercial, and office spaces to create a lively, 24/7 environment.
  2. Economic Development: Stimulating business growth and attracting new investment to enhance the district’s commercial vitality.
  3. Commercial Corridor Revitalization: Upgrading the retail and commercial spaces to boost activity and create a more engaging visitor experience.
  4. Placemaking and Design Enhancements: Improving the district’s aesthetics through upgraded lighting, landscaping, and public art installations.
  5. Traffic Calming and Safety: Implementing measures to slow down traffic, enhance pedestrian and bicycle safety, and improve overall mobility.
  6. Parking Strategies: Developing innovative solutions to manage parking efficiently and support local businesses.
  7. Community Engagement: Prioritizing outreach and input from Folsom residents, business owners, and other stakeholders to shape the district’s future.

Collaborative Planning with Expert Guidance

The City of Folsom has partnered with a team of leading experts to bring this vision to life. Jacobs Engineering is spearheading the Vision Plan development, supported by Aim Consulting for public outreach, Kimley-Horn for transportation expertise, and Bay Area Economics (BAE) for economic development strategies.

Community Involvement

A key component of the revitalization effort is engaging the community in the planning process. In August 2023, the City Council formed the Central Business District Advisory Committee, bringing together 18 stakeholders representing local businesses, property owners, economic development, transportation, recreation, tourism, and education. The committee has been actively involved in shaping the Vision Plan, and its meetings are open to the public.
 
The City has also conducted extensive public outreach, including an online community questionnaire and pop-up events at popular locations like Karen’s Bakery and the Historic Folsom Farmers Market. Over 800 residents participated in the survey, sharing their ideas and priorities for the area. The feedback highlighted a desire for expanded amenities, unique attractions, and a stronger sense of place that reflects Folsom’s character.

The revitalization of the Central Business District is a critical step in shaping Folsom’s future. As we move forward, the Vision Plan will serve as a guiding document to ensure that developments align with the community’s goals and that the area evolves into a vibrant, inclusive, and economically successful destination. With its strategic location, historic charm, and exciting new projects on the horizon, the Central Business District is poised to become a thriving hub for residents, businesses, and visitors alike.
